In a conflict zone, some outsiders are less likely to be attacked.  When privileged bodies stand alongside those under threat, certain armed actors are less likely to attack. Peace Brigades International (PBI) and Witness for Peace began this work in Nicaragua and Guatemala in the early 80s. It is now being done in various ways around the world.
