The web snapshot feature only captures the current page. Many sites, like the New York Times, will only display part of the document you are interested in on the first page. A general rule for working around this issue is to look for a printer friendly version. This will generate a page that has all of the document available on one page. You can now capture the full text by clicking on the newspaper icon that appears in your location bar. The New York Times specifically also has a “Single Page” button. There is even a greasemonkey script that automatically displays the single page view.
